In 1986, a company was formed with the purpose of designing and building the World's first all-carbon bicycle frames. The company was called Cycle Composites, Inc. (CCI) and the bikes were branded Kestrel. The founders of CCI, Bevil Hogg and Tom French, were two of the three men who started Trek Bicycles in the early 1970's. Since that time, Hogg had been involved in early carbon frame development and French had moved on to Blackburn Design, where he served as president. The two teamed up with Brent Trimble --an inventor who had the first design and manufacturing concepts of what would become the Kestrel frame--and started the new company in Santa Cruz, California.

A significant change came in 1988, when industry giant Schwinn purchased controlling interest of Kestrel and became its "parent" company. Combining Kestrel's carbon design expertise and Schwinn's financial and distribution resources would allow for an increase in manufacturing and new product development.
